  • Cyberspace Administration of China released draft rules to regulate AI services that act like humans and interact with users emotionally through text, images, audio, or video.

  • AI providers would need to warn users about overuse, watch for signs of addiction or extreme emotional dependence, and step in when risks appear.

  • The proposal also strengthens safety duties across a product’s lifecycle and bans AI content that threatens national security, spreads rumours, or promotes violence or obscenity.

  • OpenAI is hiring a new Head of Preparedness to anticipate and mitigate potential harms from its AI models, following a year marked by criticism and lawsuits over ChatGPT’s alleged mental health impacts.

  • CEO Sam Altman said the role is “critical at an important time,” noting that 2025 offered an early preview of models’ effects on mental health and other serious challenges tied to growing AI capabilities.

  • The role pays about $555K plus equity and comes after leadership churn in OpenAI’s safety org, including the reassignment of former head Aleksander Madry and later departures or role changes by Joaquin Quinonero Candela and Lilian Weng.

💰 Nvidia strikes record $20B deal for Groq ↗️LINK

  • Nvidia has agreed to buy most assets of Groq for about $20 billion in cash—its largest deal ever—gaining low-latency AI inference technology while leaving GroqCloud and the corporate entity independent.

  • Groq’s founder Jonathan Ross, president Sunny Madra, and senior leaders will join Nvidia under a non-exclusive licensing agreement, while finance chief Simon Edwards becomes Groq’s CEO; Nvidia CEO Jensen Huang said the tech will be integrated into Nvidia’s AI factory architecture without acquiring Groq outright.

  • The deal highlights Nvidia’s aggressive expansion strategy as its cash pile grows, following other talent-and-licensing acquisitions and major investments across the AI ecosystem, including startups, cloud providers, and planned multibillion-dollar partnerships.

⚖️ Texas judge blocks App Store age verification law ↗️LINK

  • A federal judge in Texas blocked the Texas App Store Accountability Act (SB2420), which was set to take effect on January 1, 2026, meaning Apple and other app stores won’t need to implement mandatory age verification for now.

  • Judge Robert Pitman ruled that the law likely violates the First Amendment, comparing it to forcing every bookstore to check customers’ ages and require parental consent for minors just to enter or browse.

  • The injunction followed a lawsuit by the Computer and Communications Industry Association (which includes Apple and Google), with Apple arguing the law threatens user privacy by requiring sensitive personal data for downloading even basic apps.

📺 Google Photos is coming to TVs in 2026 ↗️LINK

  • Google Photos will debut on TVs for the first time in 2026, starting with an integration on Samsung TVs that brings phone photos to the big screen in a larger, cinematic format without confirming a standalone TV app.

  • The rollout begins in March 2026 with a Memories feature for Samsung’s Tizen OS TVs, offering curated photo and video collections and remaining exclusive to Samsung TVs for six months.

  • In the second half of 2026, Samsung TVs will gain Google Photos search and AI features like “Create with AI” (built on Nano Banana), Remix, Photo to Video, and personalized slideshows based on topics such as travel or activities.
